摘要

管道泄漏監(jiān)測(cè)技術(shù)在世界范圍內(nèi)都是正在成長(zhǎng)的技術(shù)，隨著我國(guó)建設(shè)規(guī)模的迅速擴(kuò)大和國(guó)內(nèi)需求特點(diǎn)，近十年以來(lái)我國(guó)管道泄漏監(jiān)測(cè)技術(shù)迅猛成長(zhǎng)，但是由于沒(méi)有統(tǒng)一的技術(shù)標(biāo)準(zhǔn)指導(dǎo)，給使用、研發(fā)單位都帶來(lái)了很多困惑，造成的社會(huì)整體投資浪費(fèi)很大，使行業(yè)技術(shù)水平低下，嚴(yán)重影響了管道泄漏監(jiān)測(cè)技術(shù)的健康發(fā)展。本文根據(jù)我國(guó)現(xiàn)狀和世界這一技術(shù)的發(fā)展趨勢(shì)，結(jié)合API相關(guān)標(biāo)準(zhǔn)，提出了編制我國(guó)管道泄漏監(jiān)測(cè)技術(shù)行業(yè)標(biāo)準(zhǔn)的重要性、迫切性和具體思路建議。

Abstract

Pipeline Leak Detection Technology is growing in the world of technology. In China, with the rapid expansion of construction and characteristics of domestic demand, the leak detection technology has seen a rapid development for a decade. However, the leak of uniform technical standards has imposed a lot of confusion on users and research institutions, caused huge waste on social investment, kept a low technological level of industry, and seriously affected healthy development of the pipeline leak monitoring technology. Based on the current situation in China and the world development trend of this technology, and related API publications, this essay demonstrates the importance, urgency of , as well as detailed suggestions on defining China pipeline monitoring and leak detection standards.

1.提出編制管道泄漏監(jiān)測(cè)系統(tǒng)行業(yè)標(biāo)準(zhǔn)的理由

1.1 概述

石油是不可再生的重要戰(zhàn)略資源，如果把石油比作關(guān)系國(guó)計(jì)民生的“工業(yè)血液”，那輸油管道就可被譽(yù)為保障“血液”安全通暢的大動(dòng)脈。管道運(yùn)輸憑借其安全、高效、節(jié)能、環(huán)保等特點(diǎn)，在國(guó)民經(jīng)濟(jì)發(fā)展中起著舉足輕重的作用。
